BRIGHTENED IN PHOTOSHOP ELEMENTS (Yeah I finally learnt how to).
An image forthe fanfiction novel I'm working on, posted on FF.net, somewhat of a spoof from the Lemony Snicket books.
Above are the Baudelaire siblings and one of the main characters, the antagonist, Nicolette Abbott.

From left to right, Nicolette Abbott, Violet Baudelaire, Klaus Baudelaire and Sunny Baudelaire.
Edited in Photoshop Elements 4.0. There were two people standing near Nicolette but I erased them, since they were sort of out of proportion. Other than erasing those people, only the shadows at their have been blurred in Photoshop.
Everything else is paper and a red pen with no pencil guidelines (therefore I'm pretty proud of the end result).
Nicolette is holding a pair of padded handcuffs, which she tries (and fails) to use on Klaus in Chapter 4 of the story. Klaus has a copy of The Lousy Lair and his glasses in his hands, so that means you should go read it too. XD
You could use you Photoshop Elements. I'm not sure if its the same as Photoshop CS2 but you could try Edit>Adjustments>Brightness/Contrast. Then just play with it.
I think the story is good, but you could do better. You state the obvious too much, so you should try to put in each detail more subtly(okay, that word sounded wrong). And give name a few distinctive facial features, like if they have a hooked nose or a big forehead XD And uh, that's about all I can think of.

Part of my style is sometimes stating the obvious though, so sometimes I wonder if that's a fault.
I agree, the characters really need to be developed more.
